Things to consider
since the easiest way to figure out balance is by tiers... here are my '5 tiers of hero awesomeness' (which can change, but i just came up with these from nothing)
1: godlike - if this hero is on your team, your prolly gona win (asurmen/thirster?)
2: amazing - this hero can own stuff pretty easily (autarch?)
3: middle - the balanced point were trying to get to (captain?)
4: sucks - the hero isnt very good and can only be usefull in "pro's" hands (necron lord?)
5: shit - omg why is this hero in the map even? (warphead?)
now, keeping in mind the '3 phases' of the game -early,middle,late game. this tiers are in refrerence to how a hero participates in all 3 stages, as well as other things
you need to look at:
his role in the team (a ganker wont be much usefull late game, while a hardcore carry wont be much usefull early)
his skills and scaling (how well his skills/skillset goes from early to late game)
the hero stats themselves (does his very high str gain as a str dps hero make him imbalanced?, or does he have little to no cast point as a chain nuker)

basically, if a hero dosent need to try at a certain point in the game, hes too good. and if he doesnt need to try at any point in the game, then something is wrong
now for examples:
bloodthirster is a str dps hero (always the hardest to balance, because of the benfits of str by itself, as well as the extra damage) and his first 3 skills are all aoe nukes of some kind, enabling him to have a relitivly easy early game, because he doestn need to worry about mana or regen. then once hes built up enough farm, his innate and ult make him an awesome late game dps hero
suggestions to fix: nerf his nukes or his managain/loss from innate

I wish every hero was a 3. xD In my opinion... we're just going to say that 3 represents a hero whose potential is already bounded and works quite well already.
A 4 is a hero whose potential can be magnified by a great player, like Farseer, but is still relatively limited to a particular role and will not dominate the game, despite its ability to piss off people.
A 5 is a hero who simply dominates games at all stages. Bloodthirster used to be one such. It's a category reserved for the most special of heroes, as these heroes usually were just implemented into the map and despite testing, will receive quite a change.
There should be a lot of 4's, in my opinion, because they create excitement despite being somewhat unbalanced. In this way, 2.5-4 is the optimum range for how our heroes should be. There shouldn't be very many 5's and even still, their ranking will subsequently change as soon as they're rebalanced.

So who's are we using? Cause your rating systems opposite of each others. Well, the 5 are anyway. Glys 5 is Grass's one (blah blah blah). Or Im tired as hell and you should take into account people being sleep deprived! (!)

lmao, warphead would prolly fall under a 5 (or gly's 1 >.>)
and as opposed to gly's view on it, i think that all heroes should try to fall into the 3/3+ range. my thoughts are that most heroes end up comming into the map as 4's and the old non-nerfed bloodthirster was definatly a 1 (gly's 5 >.>) because i never saw that hero lose a game.
so even having a hero that is better than other's just by their nature (even if it adds excietment) is bad for balance
