well, as it stands now, the item gives +30% damage (pure) and a 92% chance to ministun
+30% damage alone is enough to make most items be worthy of this price/tier... let alone making that bonus damage pure.
and an almost guaranteed ministun on attacks is also way too much.

So let's see if we can get this finalized.
Chainfist:
Recipe: - 1300 g
Spiky Bits - 1000 g
Power Fist - 4250 g
Emperor's Tears - 1650 g
total cost: 8,000 g, 6 honor
Stats:
+20 damage, +15 str, +5 Agi/Int, +7 Regen, 20% IAS
Ability: Grind and Crush:
Every time the user strikes a target, he has a 15% chance to do 30% of his/her attack damage over 1 second. This damage is done in 0.1 second intervals, and each intervals has a 15% chance to ministun for 0.2 seconds. Only affects units in melee range.
Chainfist:

make it so the effects dont stack, and simplify the damge statement
to make the tooltip less long (this is an issue actually), say something like "each attack deals 30% of the attack damage over the next 1 second and has 10 5% chances to stun the target."

Its not like that tooltip is goin in the game, thats probably just so we dont get the wrong idea.
