I think i'm gonna let this one go, he sounds cool, but his abils just don't seem right to me (A ranged hero and a melee ulti kinda seems counter productive
). I think i might throw out a idea that i have on a fallen librarian, but chypher just doesn't seem to have enough fluff for me to work with (but if you wanna keep him then go for it)

Make his ult a blink strike where he blinks to attack the target and then blinks back to relative safety. Or is that too powerful?
Because I'm seeing Cypher as one of the most mobile heroes in the game and he should behave that way, seeing as no one can restrain him.

ask grass, i just caant think of anything more for him, and it's driving me mad. I had to make up most of his stuff, outside of the dagger and the aimed shot.

I know how that goes... This is how I felt with the Tomb Spyder.
That being said, I do like the idea Gly had.
I wouldn't say that's too OPed, especially since other heroes/you could just walk to where he's going to reappear.

Shrouded Steps: a wind walk skill of sorts. Increases his agility and movement speed passively.

I preferred the wind walk as his innate. We can combine the two so that his first attack out of invis is a crit.
Blink Strike is the Phase Knife. It should do something additional to pure damage, though. Cripple, perhaps? (reduces armor and movement speed?)
Voice of the Emperor can replace fallen angel, although I'd like it to silence as well.
As his final skill, I wanted to give him a point blank skill, so that it synergises well with his other skills.
Execution: Fires a # of shots equal to Agi/8. Each shot does Agi/target hero's level/(current range from target/maximum range of ability. There is a 50% chance a shot will

well, the innate had a crit, and aimed shot had a crit... one of them has to go 
it seems youve taken over this guy, so ill let u decide

im not entirely ok with the effects of keepe of secrets, or fallen angle
(but aoe stun, and negative enemy ias aura)
c'tan phase knife. blinks in, deals pure damage to the target, and debuffs him for 10 seconds
debuffed units are slowed by 10%, (some other negative effect, prolly -armor) and always trigger the innate

In that case, let's get rid of aimed shot and make one of his skills the pierce.
During the windwalk, he's basically doing the same thing as setting up for the shot, although it will be a lesser crit.
Our phase knife is the same, so that's good.

oh, im feeling that shrouded steps shouldnt last that long... like 5-10 seconds. but also not have a very long cooldown

You cant give him Voice of the Emperor, he's a fallen angel. They don't believe in the Emperor (think of soul drinkers, they dont follow either the emp or chaos)

Voice of the Emperor is a reference to a sighting of Cypher during the Medusa V campaign. He went around stirring discontent and rebellion and was nicknamed the voice of the emperor.

I thought the Soul Drinkers followed the Emperor but believed he was being held hostage and his message perverted by the Imperium?
