He's not a Soul Drinker. He was a former Dark Angel, but is considered to be one of the Fallen now. What his plans are are unknown to this point, but he can't be restrained.
And yes, that is mostly correct of the Soul Drinkers.

Ok, so potential build:
Innate: Shrouded Steps: Increases agility by 5/10/15/20/25/30 and movement speed by 30/40/50/60/70/80. Activates as Wind Walk for duration of 5/6/7/8/9/10 seconds, dealing 2.25x critical damage upon breaking with movement speed bonus of 5/10/15/20/25/30
Masterful Shot- 25/32/39/46/53/60% chance to pierce through enemies with his gun, 100/150/200/250/300/350 range, 100/110/120/130/140/150 aoe.
Voice of the Emperor: Reduces attack and attack speed of all enemy units around Cypher as his words cause doubt and hesitation in their belief. Decreases attack speed by 10/20/30/40%, attack by 5/10/15/20%, and silences heroes for 3/4/5/6 seconds in an AoE of 1000 around him.
Execution: Range of 800. Fires a # of shots equal to Agi/6. Each shot does Agi/(5/4/3/2)/(target hero's level/(current range from target/maximum range of ability). This is *heavily* reduced by armor.
84 agi, at 100 range, when target hero is level 10--> 14 shots, each doing 84/2/10*8 = 470 damage maximum.
172 agi, at 100 range, when target hero is level 25 --> 29 shots, each doing 172/2/25*8 = ~800 damage maximum
*The damage can always be lowered. Just showing you the mechanics of the skill and how it scales*
Ult: Blink Strike of sorts: From 600/800/1200 range, Cypher is able to rush forward at an enemy and strike them with his C'tan Phase Knife, dealing 300/450/600 pure damage and crippling them, reducing armor and movement speed by 10/20/30%. Shrouding Steps, if not on cooldown, will automatically activate.

hmm i almost wanna swap steps with masterful shot
and the calculations for execution (while really good and balanced looking) are way too complicated for most people to understand...
heres what it would look like:
Cypher fires a number of shots equal to 60% of his agility. each shot deals 20/25/33/50% of his agility devided by the level of the target unit, multiplied by the max distance devided by the distance between the target and cypher.
too much, simplify the calculations while keeping its scaling XD
also, what is the point in doing all that calculation? does it have a reason other than just for balancing/scaling?
other than that, it all looks good. (altho, the numbers are way off for the innate and voice, but w/e)

So people can see how it scales and can't cry it's op for no reason.

If you want to switch them, go ahead. I just think it's satisfying to blink strike onto someone and they don't even know what to hit back.
