Instead of creating 3/4 different forums, create enough forums for the factions we currently have and then append a tag to the description denoting in what stage of creation the hero is in.

Hence:
Tau
O'shaserra, Commander Shadowsun
[Completed, in voting stage]

Here would be the five tags:
[Not completed]
[Completed, in discussion]
[Completed, in waiting queue]
[Completed, in voting stage]
[Implemented in v.XX]
Glycine
Glycine
